மார்ச் 18, 2025 – தமிழர் தாயகத்தில் பொருளாதார முதலீடு தொடர்பான எந்தவொரு விவாதத்திற்கும் முன்னதாக உடனடி அரசியல் தீர்வு காணப்பட வேண்டும் என்று அமெரிக்காவில் உள்ள புலம்பெயர் தமிழர்கள் வலுவாக வலியுறுத்துகின்றனர். சிங்கள அடக்குமுறையில் இருந்து முதலில் விடுதலை பெறாமல், தமிழர் உரிமைகளை நசுக்கி, தமிழ் வளங்களைக் கைப்பற்றிய நீண்ட வரலாற்றைக் கொண்ட ரணில் விக்கிரமசிங்க, ராஜபக்சக்கள், குமாரதுங்கே, பிரேமதாச, எஸ்.டபிள்யூ.ஆர்.டி. பண்டாரநாயக்க அல்லது ஜே.ஆர்.
தமிழர் பகுதிகளில் முதலீடுகள் அரசியல் தீர்வுக்கு மாற்றாக அமையக் கூடாது என்பதை சர்வதேச சமூகம், குறிப்பாக கனடா அங்கீகரிக்க வேண்டும் என்று வலியுறுத்துகிறோம். மாறாக, தமிழர்களுக்கு உண்மையான அரசியல் சுயாட்சியை வழங்குவதற்கு இலங்கை அரசாங்கத்திற்கு அழுத்தம் கொடுப்பதற்கு அவர்கள் பெரிதும் உதவ வேண்டும். மனித உரிமைகள் மற்றும் ஜனநாயகத்திற்கான அதன் அர்ப்பணிப்புக்காக அறியப்பட்ட கனேடிய அரசாங்கம், தமிழர் பிரதேசங்களில் எந்தவொரு பொருளாதார ஈடுபாடும் தமிழ் இறையாண்மையைப் பாதுகாக்கும் அரசியல் உத்தரவாதங்களின் கீழ் இருப்பதை உறுதி செய்வதில் முன்னணி வகிக்க வேண்டும்.
தமிழ் பொருளாதார முயற்சிகள் தமிழர் சுதந்திரத்திற்கு சேவை செய்ய வேண்டும்
காங்கேசன்துறை, பரந்தன் மற்றும் மாங்குளம் ஆகிய இடங்களில் முதலீட்டு வலயங்களை அமைப்பதற்கான சமீபத்திய முன்மொழிவுகள் கவனமாக ஆராயப்பட வேண்டும். உள்கட்டமைப்பு மற்றும் பொருளாதார மேம்பாடு ஆகியவை முக்கியமானவை என்றாலும், அரசியல் சுயாட்சி மற்றும் பாதுகாப்பு ஆகிய முக்கியப் பிரச்சினைகள் தீர்க்கப்படாத நிலையில் தமிழர்களின் குறைகளைத் தீர்ப்பதற்கு அவற்றைப் பயன்படுத்த முடியாது.
அரசாங்க மற்றும் தனியார் பங்காளித்துவங்களை உள்ளடக்கிய பொருளாதார வலயங்களுக்கான தற்போதைய திட்டங்கள் எதிர்கால சிங்கள தேசியவாத ஆட்சிகளால் கையாளப்படும் அபாயம் உள்ளது. சட்டப் பாதுகாப்பின்றி, தமிழர்களின் நிலங்களும் வளங்களும் அபிவிருத்தி என்ற போர்வையில் திட்டமிட்டு அபகரிக்கப்பட்டு, சிங்களக் குடியேற்றத்திற்காகவும் இராணுவமயமாக்கலுக்காகவும் மீள்பயன்படுத்தப்படலாம் – தமிழ் மக்கள் மீதான நீண்டகால அடக்குமுறையைத் தொடர்கிறது.
தமிழர்களுக்கான அரசியல் மற்றும் பொருளாதார நீதியை கனடா உறுதி செய்ய வேண்டும்
இலங்கைப் பிரதமர் பிரதம அதிதியாகக் கலந்துகொள்ளும் வலம்புரி விருந்தினர் மாளிகையில் நடைபெறவுள்ள முதலீட்டு நிகழ்வு, தமிழர்கள் மீதான இலங்கை அரசின் அடக்குமுறையை வெள்ளையடிக்கும் மற்றொரு முயற்சியாக இருக்கக்கூடாது. கனடாவும் ஏனைய சர்வதேச முதலீட்டாளர்களும் தமிழர் பிரதேசங்களில் பொருளாதார அபிவிருத்தியில் தீவிரம் காட்டினால், தமிழர்களின் ஆட்சி மற்றும் எதிர்காலத்தின் மீது முழுக் கட்டுப்பாட்டை வழங்கும் ஒரு கட்டுப்பாடான அரசியல் தீர்வை அவர்கள் முதலில் கோர வேண்டும்.
மேலும், வெளிநாட்டில் இருந்து திரும்பும் தமிழ் மாணவர்களுக்கு தமிழர் தாயகத்திற்குள் வேலை வாய்ப்புகள் வழங்கப்பட வேண்டும், அவர்களின் திறமைகள் மத்திய இலங்கை அரசின் நலனுக்காக சுரண்டப்படுவதை விட அவர்களின் சொந்த சமூகத்திற்கு பங்களிப்பதை உறுதி செய்ய வேண்டும்.
அரசியல் சுதந்திரம் இல்லாமல் முதலீடு இல்லை
அரசியல் சுதந்திரம் இல்லாமல் தமிழ் இளைஞர்கள் மற்றும் தொழில்முனைவோருக்கு உண்மையான செழிப்பு சாத்தியமற்றது என்பதை அமெரிக்காவில் உள்ள புலம்பெயர் தமிழர்கள் வலியுறுத்துகின்றனர். இலங்கையின் வடக்கு மற்றும் கிழக்கில் மேற்கொள்ளப்படும் எந்தவொரு பொருளாதார ஈடுபாடும் தமிழர்களின் முழு அரசியல் அதிகாரமளிப்பில் உறுதியாக இருக்க வேண்டும் – எது குறைவாக இருந்தாலும் அது சிங்கள அரசின் மேலாதிக்கத்தையும் தொடர்ச்சியான அடக்குமுறையையும் வலுப்படுத்தும்.
குறுகிய கால பொருளாதார நிவாரணத்தை விட அரசியல் நீதிக்கு முன்னுரிமை அளிக்குமாறு கனடா மற்றும் உலகெங்கிலும் உள்ள அனைத்து தமிழ் நட்பு நாடுகளையும் நாங்கள் அழைக்கிறோம். முதலீடு என்பது சுதந்திரத்தைப் பாதுகாப்பதற்கான ஒரு கருவியாக இருக்க வேண்டுமே தவிர, தமிழர் இறையாண்மைக்கான போராட்டத்தில் இருந்து திசைதிருப்பலாகாது.

First, a Political Solution: Only Then Can Investment Secure Tamil Sovereignty

March 18, 2025 – The Tamil Diaspora in the United States strongly asserts that an immediate political solution must precede any discussions on economic investment in the Tamil homeland. Without first securing freedom from Sinhala oppression, any investment will remain at risk of expropriation or destruction by future Sinhala nationalist governments—such as those led by Ranil Wickremesinghe, the Rajapaksas, Kurathunge, Premadasa, SWRD Bandaranaike, or JR Jayawardene—who have a long history of suppressing Tamil rights and seizing Tamil resources.
We urge the international community, particularly Canada, to recognize that investments in Tamil areas must not serve as a substitute for a political solution. Instead, they should be leveraged to pressure the Sri Lankan government into granting genuine political autonomy for Tamils. The Canadian government, known for its commitment to human rights and democracy, must take the lead in ensuring that any economic engagement in Tamil areas is conditioned upon political guarantees that protect Tamil sovereignty.
Tamil Economic Initiatives Must Serve Tamil Freedom
Recent proposals to establish investment zones in Kankesanthurai, Paranthan, and Mankulam must be carefully scrutinized. While infrastructure and economic development are important, they cannot be used to pacify Tamil grievances while the core issues of political autonomy and security remain unaddressed.
The current plans for economic zones, involving both government and private partnerships, risk being manipulated by future Sinhala nationalist regimes. Without legal safeguards, Tamil lands and resources could be systematically seized under the guise of development, only to be repurposed for Sinhala settlement and militarization—continuing the long-standing oppression of Tamil people.
Canada Must Ensure Political and Economic Justice for Tamils
The upcoming investment event at the Valampuri Guest House, featuring the Sri Lankan Prime Minister as the chief guest, must not be another attempt to whitewash the Sri Lankan state’s oppression of Tamils. If Canada and other international investors are serious about economic development in Tamil areas, they must first demand a binding political solution that grants Tamils full control over their governance and future.
Furthermore, Tamil students returning from abroad must be provided employment opportunities within the Tamil homeland to ensure that their talents contribute to their own community rather than being exploited for the benefit of a centralized Sri Lankan state.
No Investment Without Political Freedom
The Tamil Diaspora in the USA emphasizes that true prosperity for Tamil youth and entrepreneurs is impossible without political freedom. Any economic engagement in the North and East of Sri Lanka must be contingent upon the full political empowerment of Tamils—anything less will only reinforce Sinhala state dominance and continued oppression.
We call on Canada and all Tamil allies worldwide to prioritize political justice over short-term economic relief. Investment must be a tool for securing freedom, not a distraction from the struggle for Tamil sovereignty.
