Recent media reports regarding alleged disclosures by former minister Vinayagamoorthi Muralitharan (Karuna Amman) have once again raised serious questions concerning the activities of former State Intelligence Service chief Suresh Sallay and alleged links to operations affecting the Tamil people.
For decades, thousands of Tamil families have sought answers regarding enforced disappearances, extrajudicial killings, torture, abductions, and other grave violations committed during and after Sri Lanka’s armed conflict. Despite repeated domestic inquiries and commissions, truth and accountability remain elusive.
In light of these renewed allegations, there is an urgent need for an independent Tamil-led truth-seeking mechanism.
We call upon the Tamil people of the North-East to establish a People’s Tribunal, comprised of respected retired Tamil judges, legal experts, and human rights advocates, to document and preserve evidence relating to alleged crimes committed against the Tamil people.
The proposed tribunal should:
▪ Receive testimonies from victims and witnesses.
▪ Collect and preserve documentary and forensic evidence.
▪ Compile a historical record of alleged crimes committed against Tamils.
▪ Produce recommendations for future accountability mechanisms and international action.
We further call upon President Anura Kumara Dissanayake to demonstrate his commitment to truth and justice by making former intelligence chief Suresh Sallay available to provide testimony before any credible and independent investigative process concerning allegations of crimes committed against the Tamil people.
The Tamil people have waited too long for truth. Every new allegation reinforces the need for an independent process capable of uncovering the facts and preserving the historical record.
Truth, accountability, and justice are indispensable for reconciliation and for ensuring that such tragedies are never repeated.
